Why Did Our Angle's Dorsal Deteriorate?

The dorsal fin on my brother's angel fish is now just a stump. It was doing fine in a 29-gallon tank and a few months after adding some Congo Tetras he noticed the fine starting to get shorter. His initial thought was nipping from the Congos. We never say the Congos chase, nip or bother the Angel.

There is no sign of fin rot and the fish does not seem distressed in any way. The tank is a 29-gallon Eclipse, so there is nothing in the tank that could chew up the fin.

Does anyone have any idea of what's going on?

Some sort of fin rot disease. I'm not knowledgeable on that stuff so I'll let someone else chip in...

It could be some strange strain of fin rot. What is unusual is being so exclusive to the dorsal and the other fins are completely normal.
