I'd understock the tank, I always find it easier that way. One side will be planted heavier, the other side of the tank will be more open, so I'll go female heavy just incase.
I'd probably go a bit more female heavy like 1:3 or 1:4 m/f, bc some male Killifish can be quite pushy about breeding. I say this with no actual experience with flagfish specifically though. If you've got plenty of hiding spots/plant coverage and such you're probably fine with the 1:2 ratio suggested above.
