If the pump is a DC motor , you can lower the supply voltage to slow it down . Ex. Run the pump on a 6vdc supply instead of a 12vdc or 12 instead of 24.... that should slow it down considerably..

that's my initial thought too but there is a downside to that. If the power is too low, the pump will not start from a stop position.

We've work it out here by using a pwm motor controller.

Well . Voltage has nothing to do with motor start . That is determined by current (ma) as long as the power supply has a high enough output current you should be fine.
I always size my power supplies at double the motor rating .
