For plant growth you need red wave lengths for them not to stretch and keep healthy branches you need royal blue wave length. For a planted aquarium you can go all royal blues, with some 65k cool whites if you want, or all 65k whites. Most of my research comes from browsing and reading how to grow weed with LEDs. I can be wrong but I feel comfortable obtaining my knowledge from hydrophonic growers. For a show tanks I go 1 whites per blue to give it some color. For my next personal set up I'm going 2 deep reds 1 royal blue ratio then two 65k cool whites to give it some brightness!

Not sure if that helps, but if anyone has more knowledge please guide us on the right path.

That's If going led for Cfls pick up the soft white 42 Cfls from home depot and a cool white or daylight from Phillips 1.1 ratio
