ummmm, what length are you thinking? Because you can get ready made 4' long garage / shop lights fairly inexpensively.

I would go for a DIY CFL fixture instead of T5's or T8. They are easy to do, cheaper than doing a T8 setup and bulbs are way cheaper as well. I have 3x13w CFL bulbs over my 20gal, and plant growth has exploded compared to what it was before.

20g platy, , 2 x 10g shrimp, 3 x 20g shrimp, 7.5g shrimp and 1 great dane/mastiff puppy.

I also depends on the depth of the tank, whether 2 x t-8's would be medium light or not:

PAR vs Distance, T5, T12, PC - New Chart

Standard 10 Gallon (20 x12x12).
Low tech, Sand substrate.
Eheim 2211, w/Purigen and Aqueon Quietflow 10.
Finnex Stingray LED, 20" above substrate
Anubias, Narrow leaf Hygro, Christmas moss.
6 Kubotai Rasboras, 2 amano's and 11 Blue Neocardia shrimp.

Home Depot now has 48 inch long, 2 bulb T5HO strip lights (no reflectors), and might also have it in a 24 inch length. That would be perfect for many DIY lights.

You might read these threads before purchasing:

diwu13's Twin 10G Shrimp Tanks (picture heavy)

ADA MINI S(hrimp)

Then just do a search using the internal engine for "CFL" without the quotes to get more.
