Well, sure, the stuff floats better than just about anything. I would goo it down with silicone. It then would get covered in several inches of gravel. Also, I'd probably use extruded polystyrene, which has fairly good integrity (not likely to flake apart). I'm just looking for a lightweight filler to take up a little extra space in a rather unusually heavy tank.
See, I've got this 20xh that I got a nutty idea to turn into a slate wall. Well, the back is now covered in slate pieces, and I'm going to try some steep terracing (this small tank has some real depth to play with), and the foam might help. Just do not want to fool with it if it has to be sealed.
