Turtle pond diy i needs

What i need:

Filter
Fence-to keep turtles in

how do i keep plants in the pond so the turtles wont eat them?

Lotsa plants, few turtles, and a good growth rate will let the plants tolerate a little munching. What type of turtles are you talking about?
