Fixing up a 40g long tank

hey guys,
i am trying to set up a 40 gallon long tank (dimensions 48x13x17"). it has some algae under the corner silicone, so i will need to redo that. and i just noticed there is a small crack in the bottom of the plastic outer base. there is also a chip in the corner of the glass, tho i dont think it it went thru to the inner section. ive never done an undertaking like this so i was just looking for help on what type of silicone to use as well as what ive actually gotten myself into lol. and if anyone can help me as to whether or not the glass or plastic frame would not make it feesable to fill this with water please let me know.

Chip in the glass is the least of the worries. If the chip has a sharp indentation it might continue cracking. A smooth chip, or even a chip that is several smooth scoops like that is pretty much limited to that spot and will not crack.

Algae under the silicone is bad, yes, reseal it. All.

That cracked frame is not too nice, but this is a shallow tank. I would risk it, just make sure when you reseal the tank to maybe put a little extra silicone along that corner. A taller tank would put a lot more pressure on the bottom of the glass that might blow out where the frame no longer supports it.
