Otos are shoaling fish and do bests in groups of 6 or more. However in that size tank they'd need supplemented with blanched veggies or feeder rocks (educed algae growth) to keep them from starving. Otos are a lot more active and less fearful when in proper groups. White clouds also do bests in groups of 6 or more, I have 12 in my 20g long and love watching them swim around ad the males display at each other.

It is starting to look overgrown. Looking more like a tank with plants than an aquascape.
Now that it's doesn't look so much like an aquascape, that left side just looks like a bare patch.
So yeah, from a aquatic art piece, it does look like it could use a rescape.
