new to planted tank

Can someone please help.
Have a 40 gallon breeder tank i believe. Have 5 neons, 3 plectcos, 4 cherry shrimp and 2 cory cats. I will be getting more corys and shrimp soon. Have val for live plants and these seem to be flourishing. I have a 24 inch 4 blulb t5 on the tank. Had a horrible case of bread algae happen so dropped lights from 2 to 1 and. It is a old grow lamp with 6500k bulbs. have pressurized co2 stoped nutruiets due to algae growth. But want to start introducing high light plants but whenever i put more light bulbs in i get bad alage outbreak any idea??
also some of my plants have been shedding leaves(they turn a clear color and float not attached anymore any ideas???

First off welcome to TPT! Secondly, how long has this tank been setup? How long do you have the lights on for?

tank been up for over a year. Lights are on for 8 hours a day on a timer at this time.

Bump: and my java moss really isnt doing anything

First, there are two basic types of tanks. Low Tech and High Tech...
In order to successfully run a High Tech tank you need to have ALL of the ingredients.
Only using some of them causes various negative result.
4 bulbs is part of High Tech.
The fist link explains plant growth. Just because the link suggest CO2 does not mean you need to use it if you have a low tech tank. But it does explain it's importance in the set-up. The tank already has CO2 but/w high tech you NEED to add more.
The second link discusses lighting. From it you can choose the correct light for what you want.
