flora and fauna advice?

Hey everybody.
Let me start by saying my ultimate goal is a beautiful, extremely low maintenance planted tank. Its basically a clean slate right now. Here's what I got:
Oceanic 40gal cube
Coralife t5 fixture w 2x24w tubes
Eheim classic 2213
150w heater
20lbs of eco complete black substrate
One small anubias

I live in a house in Texas with only window AC units so it can get to 100 degrees inside during the day (but when I sleep at night I have the AC on and the room drops to about 70 degrees for 8 hours)

I want plants and fish that are hardy and will flourish at 1watt per gallon. I was thinking on the fish side of things to get a school of tetras and maybe some shrimp and one large fish that won't get lonely (maybe a plecostomus)

Do I need more substrate? I have an inch throughout now.
Any cheap places to get a big piece of driftwood?
How long should I keep the light on (it gets some natural light during the day)
The tank is uncovered and I have to frequently top it off. How often should I do water changes?
I'm in austin so shout at me if your nearby.
