high ph and planted community tank build

Not really sure about the tank i have been setting up. This is the second planted tank I am constructing. My first was torn down and I moved. I had a good go and was hooked. Now that i am settled i have been working on upgrading and improving on areas that i see now could have been better. My old tank was used. I got a new one. I did co2 but upgraded to a dual stage regulator from a aquaticlife single stage. Got a new canister filter so i now have two on this new 55 gallon to aid in filtration and circulation. I bought an inline heater and am just waiting for gla to restock their inline diffuser to be done upgrading. I also just started a fishless cycle and doing some testing to find my ph is at 7.8. I was suprised for some reason and not in a good way. I had beautiful cardinal tetras before and was looking for a nice school again. I know the lfs i bought them from gets them tank raised from florida but i dont have a good feeling about keeping these and some of the other tropical fish i desire. Are my worries not valid?

I'm am learning as I go with this.. my pH is steady at 8.2..i also want cardinals but concerned about pH. I am looking into a school of rainbows.. i drip acclimated 5 cherry barbs and 5cories and they have been in tank couple weeks
