You would possibly get 15 micromols of PAR, barely low light, at best. Mosses will grow, perhaps anubias and Java Ferns. I don't think a sword plant would make it, but at least it also won't take over the tank. You could tie moss to a nice manzanita wood arrangement, and let that be the tall plant. And, you could use something like a piece of root wood to raise up a Java fern and/or anubias nana petite, so it would get more light. Floating plants would do very well, but would shade the substrate, making it even harder to grow anything down there.
Rockwork is another way to aquascape the tank, with anubias nana petite growing on the rocks with needleleaf Java fern. The rocks would raise the plants into higher intensity light.
