Question Question on light intensity

What would my Via Aqua 2x18watt Compact pl fixture over a 12 gallon 16" tall 418W tank be considered, low, medium, or high light? Also what plants would be good under this light along with yeast CO2, florite black sand substrate, and appropriate ferts? Will I be able to grow any groud covers?

P.S. how do I remove the bulbs? do they just pull out? I don't want to break anything.

Somewhere medium, maybe low if the reflector isn't great. You would be able to grow many plants incl ground covers that can do with medium light levels.
