i found a old advance ballast that is made to run 2 40 watt rapid start bulbs. i hooked it up to two 20 watt 24 inch t-8 bulbs. the lights wont come on but if i touch the wires together (the blue+red) sometimes i can get them to turn on and stay on. other ties they just flicker. is there a way i could get this to work or is it to dangerous? i dont have the ballast in a reflector it just sitting in the floor while i mess with it. when the lights came on they were brighter than normal. comments?

It's a magnetic ballast, right? One of the heavy-weights?

If it doesn't work "normally", I would suggest to buy an electronic one that can drive 4 bulbs. Here they cost about $18 in HD. You can then connect your bulbs the normal way, or, when you are ready for more light and heat, 2x ODNO them. Flexibililty!
