That 96watt tube will put you in the same category as Amano tanks, i.e. there shouldn't realy be any plants (high light varieties) that you can't grow, and you will in all likelyhood need to add CO2.
There should be no straight forward watt:gallon ratio. As the total surface covered and the distance to the surface are the true criteria that will affect you.
Do you know what Lumens level those bulbs deliver...?
I think you will need about 3000 lumens for near optimal growth (energy).
