i just picked up a finnex fugeray 20" for my new 10g according to this its 43 par at 12" so add substrate and that should put you over 50 into high light was right at 50 bucks! for reference here is the par values. Finnex RAY II & FugeRAY PAR Data also has moonlights

The Finnex Ray 2 18 inch double 7000k can reach 20 inches in width with its arms fully extended or can rest on the glass cover with the arms keeping the light from actually touching the glass. Some have even fashioned their own braces.
It is $76.49 which is more than your budget unfortunately. I believe the Ray 2 is the closest you'll get to $50 with an LED fixture and still be in the high light category. I looked long and hard myself and came to this conclusion based on Finnex's self published PAR data which seems to hold water.
Also LEDs are supposed to last much longer than fluorescent and save a bit on the electric bill.
