Lighting a 20 Long for a Riparium

Hey everyone, new here. I've got a very nice and healthy 10 gallon planted shrimp/endlers tank I've been running for a couple years. I'd like to do a 20 long tank now, and I really like the tanks I've seen that have plants breaking the surface of the water. Blooming would be even better! I've got a desk that has a book shelf over it, and I'm thinking mounting lights under the books would be great. This would put the lights about 8-10 inches above the top of the tank. Do you have suggestions for what I need to make this right? I'd like to do this tank up right, maybe even with some co2. Thanks for any ideas you've got!

Even though its not the right subforum for it, plant recs would be welcomed as well. In my 10 its all locally collected stuff from our springs here in Florida.
