How effective is this light?

How effective would this lamp be for providing light to a 1.5 gallon aquarium with a few plants? Would it help at all with sustainability and survival ability? Again not looking for rapid growth just sustainability

I don't think that light is going to be good for much other than a paper weight. It more than likely just uses one or two 1 watt LEDs, which don't produce enough light for plants. However, Java Moss and Java Fern will sustain themselves in a Betta Bowl with no lighting other than ambient room lighting. So, it depends on the plants.

a normal desk lamp with an 13W compact florescent bulb positioned about 15 inches above the bottom of the tank works really well for me. it can cost less than $20 if you get a cheap lamp..the bulb should be $9ish.
