If lights left on all the time?

I was having trouble with my timer at the office yesterday, and was wondering if it may have always been left on.... I've noticed that my hygro's leaves were tiny and my hairgrass tips are yellowish and brown. This may be due to something else, esp. since I haven't tested my water... I've been trying to keep on top of the ferts since I've been there every day for the last few weeks.
I was just wondering out of curiosity though what would you expect if 18w of light were left on constantly in a 5.5 gallon tank?

30g planted with cories, white clouds, Harlequin Rasboras ,ottos.
10g planted with glowlight tetras and an otto.
Outdoor pond with one common goldfish and comets.
5.5g with endlers.
New 2 fish is offline

I would expect algae.

But the real problem you may be having is lack of light intensity. I know that 18 watts over five gallons sounds like a lot. But it's really not.

You also keep the water warmer all the time, and your fish are going to be bothered by the lack of a proper day/night cycle.
Buy a new timer.

I've just been turning it off and on when I'm here, leaving it off at night. I wouldn't make the poor fishies stay up constantly!!
So how many watts do I have effectively?

You have 18 watts. But the WPG rule breaks down on smaller tanks.
