So I'm looking to possibly use the Finnex 24/7 on the 40B and keep it low tech as possible. Is this reasonable or is there another fixture I should be looking at?
This is reasonable. This will land you in med to med/low light during 24/7 mode. And you can adjust settings. I have one as well and I will be using this light on it for mainly anubias Java Fern and moss
Well I guess you would say 24/7 is the standard mode but yeah you can just set to bright which is just full blast the whole time which makes it similar to a planted+ (non 24/7). The nice thing about it is you can make your own standard and leave it that way
Just be warned, the 24/7 does not have the red LED's that the regular Planted+ has. If you're not going to use the sunrise/sunset feature of the 24/7 you're better off getting the regular planted+ in my opinion.
The 24/7 mode will grow algae. My 55g (taller) has algae on the glass. Just a FYI. I am installing screen over the light to decrease the par some. Maybe it is just a new tank and new light combo, but there is noticeable algae growth.
24/7 will land right in the medium light range on a breeder if right on top of the glass. 24/7 will not cause algae if everything is in balance i.e. Co2/ferts/plant mass/growth

I just installed this light on my 40G breeder tank and in the 72Hrs of use, nice led. Have notice a tiny bit of change so far as plants response. Low tech, non co2, low light plants. Only using the 24/7 mode so far. Highly recommend this light for your tank. Also The price is nice for an unit w/remote control......
How about on a 55 gallon? I am contemplating setting up both a 40B and 55.
Should I still go with the planted plus on a 55 gallon, or would the 24/7 be better? Or would that be too much light? Also is the FugeRay the same thing as the planted plus?
The 24/7 is actually cheaper than the planted plus...
Planted+ and the 24/7 have close to the same max output in terms of par. Planted+ has a little better spread on the spectrum but the 24/7 has various features. Both lights will land you in med light range on a 40 and med/low on a 55. The lights are called finnex fugeray planted+ and finnex fugeray planted+ 24/7.
Will these lights be too much for a single anubias? Yes. For a well planted tank? No.

He said 'as low tech as possible' so CO2 is a no go.
This light, in 24/7 mode, on either tank (OP mention a 40B and 55), will likely grow algae. I scrub the algae off my glass regularly with this light on a 55g. I'm hoping that I'll eventually have enough plant mass to offset the light in a low tech setting. I have added floating plants to absorb nutrients and block light.
